MINUTES – TOWN OF BRILLION
August 16, 2018
Meeting called to order at 7:00 pm. Wayne Maile, Kevin Fischer, Karen Jannette and Darryl Parkin attending. Sharon Ott and Levi Gibler excused absences.
Guests: Sharon Verheyen, Carl Weber, Cheri and Vince Hieptas, Bob Stanelle, Richard Jankowski.

MSC by Fischer/Maile to approve July meeting minutes.
Public Participation – Fire Chief Weber noted that the Cheesehead Run was this Saturday the 13th.
MSC by Fischer/Maile to approve Treasurer’s Report.
MSC Maile/Fischer to approve 4 new members for the Forest Junction Fire Department. John Oney, Jared Bastian, Alex Behnke, Seth Reinke.
MSC Fischer/Maile to approve Transportation Resolution 2018-08.
MSC Fischer/Maile to approve Operator License for Bob Stanelle and a Temporary “Class B” License for Forest Junction Civic League’s Annual Picnic.
MSC Fischer/Maile to approve Wisconsin Public Service street lighting contracts. Chairman Maile signed contracts from Wisconsin Public Service to install 3 street lights along Wildflower Lane and 1 street light on the corner of Randolph and Tiffany Streets. Supervisor Fischer questioned why there was a difference in pricing between the lights. The clerk will contact Casey at WPS and find out.
Sharon Verheyen, owner of the Main Street, Forest Junction rental, discussed the garbage/recycling issues. Complaints have been received from neighbors and the trash collection company regarding the garbage pickup. Sharon has tried several options to fix various problems with no success. Options discussed to fix the problems included painting a yellow line on road to prevent tenants’ parking in front of where the trash truck picks up, asking Advanced Disposal if they could change their route to pick up from South to North, or if we could place the carts on the other side of the road. Sharon is meeting with her tenants again to update them. If the tenants continue to not follow rules she will take the garbage and recycling out on the days needed and put in the proper place and will raise the tenants rent to do so.
Discussion held on W1872 Conservation Road. Supervisor Fischer will contact the town’s attorney and see what can be done.
Clerk’s Report – Election results for the August 14th Primary were reviewed.
County Clerk Beth Hauser discussed the probability of the towns purchasing new voting equipment in 2019. She said that several of the towns are having issues with their current voting equipment. There will be demonstrations set up on 2 voting machines that will be available for the towns to purchase. The cost for new voting equipment will be around $9,000 according to Beth.
Clerk received the preliminary estimate of the January 1, 2018 population of 1,533 up from 1,526 in 2017.
Chair’s Report – Darryl plans to paint town hall doors when whether permits. The shop floor will need to be replaced in fall. Darryl will get price from Crane Engineering. Quote will include 1,421 square feet and trench drains.
Road Supervisor’s Report – Scott Construction will begin chip sealing the town hall parking lot next week if it is not raining.
Darryl put together a list of equipment along with the value of each item. Dale Behnke from Rural Insurance will attend our September Board Meeting to revaluate the equipment and come up with an agreed value of each piece of equipment.
