MINUTES – TOWN OF BRILLION
April 10, 2018
Meeting called to order at 7:00 pm. Wayne Maile, Kevin Fischer, Levi Gibler, Sharon Ott, Karen Jannette and Darryl Parkin attending.
Guests: Carl Weber, Deb Schneider, Gary Streck, Lance Morgan.

MSC by Gibler/Fischer to approve March meeting minutes with the deletion of last sentence in Conservation Road paragraph.
A resident living in the Forest Junction Mobile Home Park asked the board if there was anything they could do with setting up a tenant’s association to deal with some of the issues at the park. The tenant’s main issue deals with the roads, and specifically nails in the roads causing continual tire damage for him. He talked with others living there and they are having the same issues with having nails in their tires as well. Supervisor Fischer explained that the town board has no jurisdiction over the regulations at the park and recommended that he call the park owners. The clerk gave him the owner’s (Asset Development) number and he had already left a message with them. He will continue to try calling them.
Fire Chief Weber said the department’s insurance agency transfer has been completed to Head Insurance with the policy holder remaining with VFIS and no changes in policy. The premium will go up about $100. They will send hard copy of policy to Carl. Discussion held on towns insurance coverage. Supervisor Fischer will contact Dale Behnke at Rural Insurance and see if he will attend May board meeting to review current policy.
Fire Chief Weber also mentioned that on July 28th over 200 motorcycles will be taking part in an 80-90 mile American Tribute Ride for WI State Firefighters Memorial beginning in Forest Junction.
MSC by Fischer/Gibler to approve Treasurer’s Report.
Gary Streck, resident living on Wildflower Lane, presented the board with 51 signatures from residents living on Wildflower Lane, Daisy Lane, Marigold Drive and Tim Drive for the purpose of requesting the installation of street lights on the corners on Wildflower and Daisy, Wildflower and Marigold and Wildflower and Tim Drive. Darryl will contact WPS to get the details on procedure and cost on 3 street lights. He will also let Gary know what he finds out. Darryl will also request a repair on the street light located at Church Street and Daisy Lane as it goes on for 10-15 seconds and then it goes off again.
A request from the City of Brillion to purchase the town’s remaining liquor license was received. After discussion it was decided that the town would not sell their reserved liquor license to the City of Brillion. MSC by Maile/Fischer to not sell remaining liquor license to the City of Brillion. The clerk will contact the City and let them know of the decision.
Clerk reviewed email received from Brian Glaeser, County Highway Department, regarding bridge posting limit signs on Man-Cal Road. Brian was contacted by the WisDot Bureau of Structures notifying him that Man-Cal Road Bridge weight tonnage could be changed to 15 ton, removed all together or remain at 5 ton. The board decided it was best to remain at a 5 ton weight limit. Past inspections have shown no change to the physical structure of the bridge to warrant change in the posting limit, the bridge has gotten worse if anything. Past inspections have also shown a decrease in the rating scale. Clerk will contact Brian and let him know that the board would like to keep the Man-Cal Bridge weight limit posting to 5 tons.
Discussion held on Jonah Popp grant variance. Supervisor Fischer recused himself from discussion. Remaining town board members remained neutral on variance. No decision made.
Reviewed Lester Keller’s Certified Survey Map, board members had questions on zoning. Supervisor Fischer noted questions on Comment Sheet and Chairman Maile will contact Dena at the county for more information.
MSC by Fischer/Gibler to approve submission of Bridge Aid Application for Bastian and Harvestore Road bridges.
Update on W1872 Conservation Road. A Placard has been placed on the front door of the property by Building Inspector Birschbach stating that the house in uninhabitable. Inspector Birschbach also said the certified letter sent to the owner of the house has been received and signed for.
MSC by Fischer/Gibler to appoint Clerk, Karen Jannette, for a 2-year term from 4/10/2018 to 4/14/2020.
Clerk’s Report – A Special Election for State Senator, District 1 will be held on May 15, with the Election on June 12th.
Calumet County District Meeting will be held on April 19, 2018 at Brothertown Town Hall. Reviewed building reports.

Road Supervisor’s Report – After road tour, it was determined that around 17 road repair projects need to be taken care of this year. Darryl will get quotes from Scott Construction.
